Added the Oway webhook management API and version-one shipment event catalog:

• Standard Webhooks-compatible HMAC signatures with five-minute verification tolerance
• one-time endpoint secrets and 24-hour rotation overlap
• signed endpoint tests, delivery history, attempt detail, and exact-body replay
• at-least-once delivery with a bounded 72-hour full-jitter retry window
• shipper and carrier audience isolation
• immutable corrections through supersedes

No version-one schema sunset is scheduled.
